Вольтметр не показывал выходное напряжение, показывал только входное. Пришлось отпаивать индикатор. Оказалось непропайка резистора в делителе идущем на АЦП контролера. The voltmeter did not show the output voltage, it showed only the input voltage. I had to solder the indicator. It turned out non-soldering of the resistor in the divider going to the ADC controller.
