I ordered 2 equipments, but 1 is defective, while the other one os ok. How should I proceed?

Order 11 April, 2019. Arrive 18 April, 2019. 7days via DHL shipping (self pay). Ordered 2nos Vehicle Loop Detectors. 1no is working perfectly (now functioning for over 2 weeks). 1no was faulty. Internal fuse was burnt. Seller agreed to ship the fuse free of charge. Now awaiting for the fuse. Seller is understanding & gave advice on what to do. Very safe purchase & Highly Recommend Seller.
After waiting for so long.. Seller didn't keep his promise of sending the replacement fuse as agreed. I guess the stars are given, they stop caring. TAKE CAUTION when dealing with this seller. Good Luck All.
