Arrived as described. Unfortunately when I purchased this I read the voltage as starting at 1 volt (I blame bad eyes and old glasses instead of the stupidity that it was) but it starts at 3 volts, well sort of. The lowest I could get it to go was 3.26 volts which is close to 3v. However it does work as advertised so I would recommend this as useful if you can use this item.
