Did not receive the package. Dispute in progress

I know that status is “delivered” but I did not receive the package. I also asked the neighbors and I already did contact the shipping company in the Netherlands but they told me that only the sender can report a missing package. I know that sometimes the postman put the package outside, which is not allowed, when not at home. It is very easy for someone to take the package. I asked the postman but he does not put packages outside. Since it is not allowed to put it outside I’m wondering if he is telling the truth. Anyway, it is not my fault that i don’t have the package but also not from the seller. The only option is to report the missing package to the shipping company which only the seller is allowed to do
