As usually, the advertised power is majored in comparison with the actual power ! The multimeter gives 42 mA under 230 V, which makes less than 10 W for promised 13 W Of course, the bulb lights on, but the delivered light is deceiving compared to an halogen 150 W tube. Better bulbs are available on Aliexpress
