Item received as described, no defect no damage. static bag in envelope, packing is standard. Shows 12.01V at no load but drops to 11.97V at 0.2A load. Doesn't get warm after 30 minutes of testing. Probably good for small network switches and fans. Plastic housing is cheap feel
