this item was never received i don't know if this is a scam

The vendor contacted me to see if everything was alright before the buy, but "forgot" that there were no itens avaible in my location. After that became almost 5 months of waiting until a wrong code was send. After that, they took at least 5-10 days to send the correct one. Printer came, everything look ok, but missing the resin. Contacted the seller about it. Asked my PayPal account, sent him. Said he would do the refund. A month later, and nothing was done. Not even a answer.
