Unfortunately, sensor is broken. It is not detected by Raspberry PI zero. (double checked a connections) Got refund so I am quite satisfied.

Sensor SGP30 defective; no measurement output. The 1.8V regulator is good, the I2C communication, serial number, CRC are good as well, but internal measurements indicate failure and measurement data is all 0. Tried Adafruit and Sparkfun solutions on Arduino. Other I2C sensors work well, but this one does not. Finally removed the protective film, without improvement. However there is glue visible on sensor chip. Probably production dropout.
