The motherboard turned out to be defective! USB3 does not work under any circumstances, the driver from the seller is not installed - the devices are not compatible. On another such motherboard, everything was installed without problems, i.e. this is 100% marriage the board. The seller was asked to compensate with an additional USB3 adapter, but the seller offered to send him the board for testing. The cost of such shipment is comparable to the cost of the motherboard itself. As a result, we have a defective motherboard, without compensation. Very saddly, bad seller :(
