Hand soldered parts are soldered poorly, the flux is not removed. Some USB pins are shorted due to inacurate soldering. BOOTx jumper's resistors are traditionally around 100 kOhm, which renders these jumpers non-working (or rarely working). Other than that everything works, even SWD debugging.
