These turned out to be used chips - the few that I tested came with code already programmed. However, they were very clean with straight pins and because they're reprogrammable, that wasn't really an issue. They came individually wrapped, each IC in it's own piece of foam and an individual plastic bag. They all arrived intact. I tested a few, erasing, reprogramming and verifying - no problems at all. I don't think I'll need more than the 30 I purchased, but if I do I'll have no reservations ordering from this vendor again. Highly recommended.
