Just as described, obviously they are sent deflated to avoid rupture while in transit. You will need an old fashion pump, the one with the hose and the screw-on fitting to inflate, because the inner-tire fitting is too short and too close to the core of the wheel. Other than that the rubber seems good quality, and the plastic core is very solid.
