it is a projector and bulb plus ballast setup. ordered a h7 version for my bmw however it came in h4 setup instead. I have another car that takes this setup so it was not a huge deal. the set works fine and the lights are bright with bixenon working for 70 dollars you really cant beat it

Pretty much as described and works well, some modification required to fit them into BMW E36 headlights, but that was expected.
