The product was broken. I proposed the seller send me a replacement product and no refund. The seller accepted this proposal and then said they would only send replacement parts. Neither I or the seller know why the product is broken, so how can they propose to send "parts". This is not the proposal I put forward and that they accepted. Aliexpress doesn't seem to enable buyers to re-open disputes when the seller does not deliver the agreed proposal.
