Battery as described, quick delivery!

Ordered 8 pcs, 2 pieces seem to charge up very fast, and when i measured the voltage, it peaks at about 3.9v only.. Tested a few cycles, the power cannot sustain. I believe the 2 are spoilt bad QC pieces. Dont even know how to open dispute for this. For the rest of the order, I used on XHP70.2 flashlight, which is rated to draw 11amp at 100% power, but the batteries cannot even sustain a full power current delivery at 11amps. it cuts off within 1 second.. cannot sustain the current delivery. Definitely not a 20A rated battery. Disappointed. I had batteries from this brand before, but never pushed to the spec limits except this time. Otherwise for general usage, i think their batteries are okay.
