not working. burned as soon as I plug it to the battery

unfortunately both pieces has burn6ed after connection to 21V DC and on battery site to 3serial lion cells. firstly without load only red blinking status led,after connection of load shorty full red light , current about 80-100mA, during few minutes burned. currently internal resistance about 130 ohms. type 3s 0.5A. any ideas what happens? thanks Jaromir
