Микросхема явно новая, каких либо затёртостей нет, проверял под микроскопом, сопротивление 3.2 кОм . На ножках всё чисто, пайки даже под микроскопом не видно, толщина 4.4мм. так что можно надеятся что новая, не паянная. Рекомендую товар и продавца. The microcircuit is clearly new, there are no abrasions, I checked it under a microscope, the resistance is 3.2 kOhm. Everything is clean on the legs, soldering is not visible even under a microscope, the thickness is 4.4mm. so one can hope that the new one is not soldered. I recommend the product and the seller.

Used chip. Poorly packed. Legs bent. Resistance btw 3 and 5 legs 3.2kOhm seems genuine.
