Is 12v DC (casing says 250v AC). To test led, switch button to ON. Set Multimeter in the Continuity tester mode. Place the black pen (-) on the golden pin and the red pen (+) on the opposite silver pin. Light should be on (fed by 9v from the voltmeter).
