Driver operates within specs on 120VAC input. In fact with an 18 watt LED set/wick cold it draws 208 watts. It then drops to 18 watts as the LED set runs and gets hot. This means that at the low end of the stated input voltage range the LED are driven at the stated power and will deliver the expected amount of light. Seller dispatched quickly. Packaging and shipping time are average.
